联合早报：街群控制与和谐社会：
打造和谐社会，不是说社会中的各类矛盾因此也就不会存在了，而是应通过公开和正常的渠道解决和纾解矛盾，让社会各阶层人士都有机会宣泄自己意见。所谓“正常”，就是说宣泄的活动一定要在法律允许范围内进行，并受到法律的保护。
……在某种意义上说，街群控制是民主社会存在的基本功。绝对没有人会因为警察在对街头集会示威游行实行强制手段，加强社会秩序管理而指责政府压制人权。相反，如果政府不让民众走向街头，却反而会被指责为压制人权。而对游行管理不严，造成人财物的损害，特别是其他国家人财物的损害时，也会受到他国的指责。
